I just got back from a weekend trip to Quebec City and I have to say that I was impressed.
The walled old city was incredible. And so clean with so many flowers.
Question: Is Canada so clean because you only have about 5 months of snow-free time and ya'll make sure that it is clean? Or would it be that way all the time if you were farther south?

the incredibily cold windy rainy weather we had in mid-June. A veritable wind tunnel, and when we asked if this was normal, we were told it was, since the St. Lawrence Valley was a natural wind tunnel.
We did a great road trip on the Rue de Nouvelle France, the oldest highway in Canada. Good touring weather in the car.
What is impressive is the architecture, the culture, the food. While clean, that did not even register.
