It's like the shark attacks in Florida a few years back, there was no statistical increase in the number of attacks, but the media portrayal made it seem like Jaws had become reality.
The simple truth is that every year around three million Cub Scouts, Boy Scouts, adult leaders, and family members take part in scout camps, scouting activities, and hikes. Whenever you have three million people outside taking part in physical activities you're going to have a certain number of injuries, and even a few fatalities.

I just couldn't believe it when I saw it. You just don't think about people going to camp and dying.

My son was at scout camp in June when two of the boys fell into the river alongside the campground. They could have been statistics as well, but luckily were quickly fished out by two attentive scout leaders.
I hate to sound callous, but sometimes these things just happen. We had a scout and scout leader killed nearby in Yosemite recently when they were struck by random lightning. That made national news. What didn't make national news was that people are killed by lightning in the Sierras ever month during the summer, it's a fairly regular occurrence. Most of the people who didn't make the news were hikers or rock climbers on vacation as well.
