...really I don't care if he is legally prosecuted, as long as he is given a good scare. That is, assuming he didn't do anything we don't know about.

It's also probably a good thing that the cops either have him in custody or at least know who he is, as A) it will prevent escalation should someone be pissed off enough at him to do anything rash in the heat of the moment or B) it will put him on the suspect list if anything else happens, so he'll think twice about it.
