Can't come up with the performer of this song...

My sister and I were just going around the dial, when we stopped on VH1 to snark at the "Britney and Kevin" crapfest. I'm really regretting I did that though, because they were playing over the credits coming in from commercial a bit from a song with the chorus "I will always love you." I'm sure I know who performs this song, but I just can't seem to remember. The "I" comes on the third beat and the rest of the words are all syncopated.

It's not the Whitney Houston/Dolly Parton song, but rather more 80s new wave. I've tried googling it, but I can only seem to find references to the Houston song and various covers.

Does anyone know whose song this is?
