When a credit card company's business reply envelope reads "It is illegal
to tamper with this envelope or its contents", does that mean I should NOT return the envelope empty or with a cute note inside, telling them wher ethey can go put their credit cards?

2. It's not tampering to send it back.
With a complimentary brick. :)

I think it's aimed at people that might fraudulently sign up using someone else's junk mail.

the notice is aimed at identity thieves, not at recipients

why are you angry that someone wants to offer you credit, i don't always accept such offers, unless they are very generous, but it is not really an insult that they have faith in your future & your ability to repay a loan

but certainly you have the right to return the envelope, it's the best way for them to track you when you explain you don't want to hear from them again, a polite note will get what you want faster than a "cute" note tho

Of course, they're more sharks than vultures, but who said sharks were any better? :D
