1. Prince Albert, perhaps.
He was stodgy, intellectually snobbish and a big prude! Probably disliked Americans, as well. I can imagine him hovering over Dumbo's bed and moaning, "You are not worthy...Sie sind ein Dummkopf!!"

over 200 years after Boleyn's death. I don't know too much about ghost etiquette so I'm not sure if they would migrate from the Towe of London to the palace or not.

3. Ghosts can travel they don't have to stay in one place
They have her artifacts in the palace and usually as I recall ghosts connect them selfs to their belongings.
