...but I see that CNN's most shameless repug (okay right behind Zahn and Wolf), Carol Costello is hosting hosting his show tonight. Doesn't he have the right to say who hosts his show and who doesn't?

If he's never hosted a major show before, he wouldn't have been in a position to make a lot of demands.
So he may not have asked for control over guest hosts.
