Which Canadian city deserves to get the next NHL team the most???

Poll question: Which Canadian city deserves to get the next NHL team the most???

I'm putting in an early plug for Winnipeg, Canada's most hockey-obsessed city. The city with the most hockey rinks per-capita in North America. When the Jets were around, they consistently drew good crowds, and sold out a lot of games despite the bitter-cold -30 degree January temps. Even back in the 80's, even Gretzky and the mighty Oilers would fear going into a Game 3 in the playoffs at Winnipeg Arena and having to face the "Winnipeg White-Out", 15,600 screaming fans all dressed in white. Loudest playoff atmosphere in NHL history, IMO. Man, those were good times. (Edited additional plug: Visit the official site for the campaign to bring back the Jets. http://www.jetsowner.com)

But enough of my bias - Once the NHL restructures its collective bargaining agreement starting in 2004 or 2005, and as a result folds or moves some failing southern NHL franchises, which Canadian city do you think is the most deserving to get an expansion or relocated team first???
