One last TCP/IP question.
I wanted to start a new thread because this is a pretty important issue for me, the whole cyber stalking event. Anyway, in doing a Tracert to the stalker's NNTP IP address, I get this in the first line: Tracert 24.211.23.111

Tracing route to CPE-24-211-23-111.wi.rr.com

Also, one of the hops is this:
rr-milwaukee.atdn.net <66.185.148.78>

I've heard from other folks that have been stalked by this person, and the thought was the guy lived in Wisconsin. Would any of the Tracert data indicate that the message originated in Wisconsin, or that it merely passed through a backbone in Wisconsin?

Any input would help, especially if it can help me to narrow down where this person is in the U.S.

24.211.23.111 and is resolving to

CPE-24-211-23-111.wi.rr.com

I'd say it's a pretty safe bet he's a RoadRunner Cable user in Wisconsin. Note that it depends on if they are using fixed IP addresses or DHCP IP leases, his IP may change. Most Cable ISPs now use DHCP to prevent a given user from having the same IP addy for a long period of time...that way they can't easily set up a "server" on the cable, which in most cases is a violation of the ISPs AUP (Acceptable Use Policy).

If the rr-milwaukee.atdn.net is one of the very last hops before you hit his address, I'd bet he's very close to Milwaukee, if not living in it. Judging from it, I'd say it's roadrunner's router off the backbone, however.

On edit: I've had a lot of experience in "busting" liars on the net over the years. You may be amazed at what you can find out about this person unless they've been an absolute paranoid since the day they first got on the net. PM me if you want to know more.

I'm on the same ISP, and users do keep the same IP address for a while.

Time Warner currently operates Road Runner in the Milwaukee and Green Bay/Northeast areas of the state.

Contact Road Runner. He is in violation of his terms. Users are not allowed to use their connection to harass or commit crimes over the internet.
