Who should play in the Rose Bowl, if USC plays in Sugar Bowl

If USC plays in the BCS championship game, the Rose bowl committee gets to pick the team to replace them. I've heard Texas being mentioned.

does the Rose Bowl get to select both teams? The trouble with the BCS, IMHO, is it screws up a nice 50 yr old tradition of the PAC and Big Tens first place teams playing each other.

They have a lock on one spot, but the other spot will be filled by Rose Bowl committee if USC is in the Championship game.
