that is the 32nd street Naval base (haven't been to Diego since '88). That set of buildings is the enlisted mans barracks. You'll see that formation on any Navy base that has a large set of barracks, because it's the best configuration for maximum use of the land while keeping the different barracks separate (one wing male, one female, one officer, and so forth). If you Google map the Norfolk, VA base, you'll probably find the same configuration. It's not intentional.
