Billy Cobham and Jack Dejohnette are just two that come to mind as better drummers than Peart. but Peart is damned good, there's no doubt about it.

There is "best" drummer. Though in the realm of the very cream of the crop of drummers, Peart's in that group absolutely! Incredible drummer.
