Are Puerto Ricans US citizens? |

It said that in my History Textbook, but I'm not sure, as I know they can't vote in Presidential Elections or pay taxes. Does anyone know? Thanks.

Puerto Rico is a US Commonwealth.
Residents of Washington DC pay taxes but have to voting rep in Congress. Go figure.

ditto the people of GUAM.
PR has been debating for years whether or not they want to become a state and join the Union. The last time they voted on it, they turned it down.

Also, a lot of business relocate manufacturing to PR because of a tax break, too. It's really in their best economic interest to stay a Commonwealth, I think.
