...Looking for a locale that contains a majority of the following criteria:
Location at/close to sea level where the air is nice and oxygen-rich
Decent air quality
Low humidity
Mild summers
Strict limitations on cigarette smoking in public places
Active jazz scene
Progressive/liberal populace with cosmopolitan attitudes
Any ideas?

The farther north, the more liberal. Santa Barbara to Santa Cruz or Pacifica is the general area.

http://www.sacjazz.com/and we have almost no humidty but it gets wicked hot here from about april right on through early oct.

I'm not clear on the jazz scene, except that there is one. I can vouch for the low humidity, having gotten on a plane in Atlanta in mid-July, arriving YVR in the evening. Dined al fresco on Granville "Island," twenty feet from the water. No bugs, even. And the water smelled gooooooood.

I personally prefer the Mill Valley, CA police log, but de gustibus. :shrug:
I also know the ex-wife of the editor of the eye, so I've heard nasty things about him. :hide:

a neighbor gets the paper, and I tripped over it. At any rate, the police log can be extremely funny - I wish our local police reporters had any sense of humor at all. I guarantee Fairbanks, Alaska could come up with some real winners.
I've never been to either Mill Valley or Arcata - just coincidence!!

...that things are better in some places than in others.
I think "vibrant" or "active" are relative terms. Most places have nothing, zero, zilch as far as jazz goes. No one is expecting anything like ca. 1952 52nd Street, but a town with even three or four joints is considered very active nowadays.
Along those lines, I've heard aficionados and musicians refer more kindly to New York, Chicago, Atlanta, pre-Katrina New Orleans, San Francisco, Seattle and Vancouver.
One also has to realize that musicians' standards are always going to be fairly high. What most want is a large variety of joints all filled with respectful, attentive throngs. Of course, we know that isn't too terribly likely with what is evidently an esoteric art form.

...How is it compared to a place where the humidity averages in the 70s year 'round, and even higher in the summer?
Also, humidity itself is gauged in relative terms. Air at 90 degrees with 50% saturation holds a lot more water than 55 degree air does at the same percentage.

They have a jazz festival every year-don't know about strict limits on smoking, though. But-most places around here do have indoor smoking off limits now. Summer heat doesn't seem so bad close to the shore, either.

not compared to desert areas, anyways. The LA basin has about 40-45% humidity compared to 5% in the desert.
Also, most of the West Coast gets damp fog.
San Diego is probably your most ideal. High cost of living, though, like much of California.
