it's supposed to be research and information based on money. People invest in the idea of what's going to happen or not.... and they can tell by where the money goes what's going to happen. I guess... basically they're letting the people with the money do all the research and hard work.
Seems really shady to me though, and quite disgusting really. Sadly... it also seems like it might work. But I'm not sure it's worth it....

Does anyone know of an article about it? (and YES I too think it's sickening. reminds me of that other Pentagon brainchild, the Dept of Disinformation--public outrage supposedly killed it, though the rumor is that it's still around, just with a different name and less upfront about what it's doing....)
