I want to contact an old flame, but the email address I have doesn't work. Does anyone know how I can find an email address for this person? Is there some sort of national directory or some such, and if not, why not ... dammit?

Yahoo people search and such like turn up nothing.

Do I have to hire a private dick ('investigator' to youse what ain't up on the gangster lingo)?

6. Some ideas

If you know where she went to school, go to classmates.com and see if her name is listed. Or you could go to the school's alumni association and see if they can contact her for you.
If she is in a license profession, you might be able to find her in a listing by that state's licensing body.
