Thing is, I'm bound to see her again as her friend is dating my buddy. Which is why, when she didn't call in the first place I was happy to leave it. Then the next time we met it would've been fine, and we probably would have ended up friends. So, if I don't call her now, it's a basis for situation el akward next time we meet. I sent her a TM back that just said "If you wanna go out sometime, let me know. If not, that's okay."

everything could be "normal" if you make it so.
So you have a meddlesome friend. Big deal.
That could be interpreted innumerable ways. Some women are impressed that guys actually share stuff with one another other than sports. It's refreshing when guys show that they care. Doesn't make you lame at all.
It's totally plausible that she was indeed busy and that she didn't want to seem too desparate or needy.
Your friend may or may not have given her the encouragement and reinforcemnt she needed to know that she was not entirely forgetable.
Maybe chill and be tentatively casual and see how this unfolds. These incidents are often awkward for both parties involved.
Aaaand have fun dammit !!! You met a cool chick and enjoyed her company. Don't sabotage it over extraneous silliness. Okay?

arrange a mariachi band to serenade outside her residence.
it's important to carefully coordinate all of the above for maximum impact. no avenue shd be left out, o/c...
seriously, let time unfold. not knowing the TM she sent, i'd sugg an off-hand reply, "was nice meeting you the other night, wd like to get together again soon. i'll call in a couple of weeks, when i sort out some projects i'm dealing w/."
my experience sugg's that females don't like a guy who seems too needy, y your bud has started that impression. play it casual, y tell your friend, discretely, that you'd rather he leave it up to you.
after some time has passed, give her a call. if machine answers, leave a number; but phrase the msg cool, way, way cool.
it's still salvageable. no dowt she's had a meddling friend of her own, so if you're cool, she won't feel pressured.
