Coons take a lot of killing. Any dog that can do that one-on-one, well, I'd not be too comfortable around him either.

The guy told me a story about how he watched, and how his dog was bleeding about the nose and face and could only attack for a few seconds at a time. But every time the racoon tried to get away the dog would attack again, regardless of the injury and pain to the dog.
Scary animal.

(PS: I think that there are MANY more problem cats than problem dogs. do you can come out from behind that stone wall; we're on the same side.)

This is not directed at you, but I do not find the cop-out "it's natural" to apply to either sitch. And the owner that was refered to in the OP has got some huge issues.
As a kid we let our cats roam. I would never do that today. Nor would I let the dog roam, even though she sticks close to home no matter what. But my dog is agressive to other dogs. And being a German Shepherd Dog she has great strength. So I recognize that I need to make sure she is not left alone with any other fauna nearby. She will also herd running children, so I have to make adjustments for that. As for cats or coons that might wander into our yard it's not a problem. She's just not that fast. The wild bunnies are in the yard every night eating the grass without a care. I have to trap them to keep the damage under control.

I'm not saying it's ok for a dog to kill cats, but there are inherent risks should you allow your cat outside - cars, wildlife, chemical hazards, etc.

Even if I had a house with a yard instead of an apartment, there are just too many hazards out there that they are not equipped to deal with.

So your cats can frolic safely.....if you can afford it.
If not, some composite I-don't-know-what-it's-called-but-it's-catproof stuff you put on the inside of picket fences will do the trick. If kitty can't climb the fence, it should be safe to allow the cats in the yard.
