You're the perfect guy for an article or screed on this, so how about this idea-

This Bush/Kerry scrum is about Bush running scared about more power getting grabbed away from him.

The House is basically about getting and divvying up money and overseeing the states, and the Senate is basically about bigger questions- overseeing the House and big social questions and big international relationship ones. The Presidency has major powers of operational conduct of war and policing, i.e. violence.

What the Senate Democrats and the Administration have been doing this campaign (even if Senate D's haven't strictly meant to) is to fight for control of the Iraq venture as a whole. There isn't an issue about oversight of the House and social issues have petered out as priority nationally. That leaves Iraq.

Kerry has been campaigning around the country more or less telling people to cut Bush's one historical "project"/'legacy' off at the knees. And he's been straightforward about the Senate going further than harrumphing about money and military benchmarks. He wants the Senate D majority telling Bush how to conduct the Iraq war, and that means a major role for himself.

This "kerfuffle" is Bush trying to bully Kerry and Senate Democrats into timidity, into as little initiative as possible. I.o.w., keeping the balance of power on Iraq grossly to advantage himself and disempowering Congress.

As it stands, a Democratic-run Senate is going to have to go to the Supreme Court and get it to annul most of Bush's undue executive powers anyway. This Bush/Kerry fight is Round Two (2004 was Round 1, of course) between them and ranges across the most politically unsettled Constitutional question of the division of powers between the branches- war powers.
