He won the official count.
A recount can only be requested after the election has been certified, and that won't happen (by law) until later this month. Then Allen has a few days (10 I think) to officially request a recount.
Historically, Virginia recounts only find a difference of a couple hundred votes. The elections there are run by a bi-partisan election commission (not like an elected official from any one particular party like Katherine Harris in FL of 200).
It is HIGHLY unlikely that any recount will recover anywhere near the 7000+ votes that Allen would need to overcome Webb's lead.
