When I moved in they said if I had any problems with the plumbing, then it was *my* problem, and I heard it that they knew that there were plumbing problems that they didn't want to deal with.

Do you have tenant's insurance by the way? (so if your stuff is damaged by say, an upstairs neighbour leaving the taps running, etc)
