I am trying to make my own avatar and I suck at it

I am trying to make an avatar of Gov. Sebelius (KS) who was just re-elected. I found a black and white photo on the internet, loaded into photosuite cropped it and reduced it to 48 by 48 pixels (as required). When I save it as a 3k or less jpeg file (as required) it looks like someone stuck her face in a blender. I admit, I suck at computers. What am I doing wrong?

What compression ratio did you use when saving as a jpg? Too much will render some yucky results...

but even when I do it at 10 it looks bad. nt

...cropped and resized it. I use Irfanview, it's a terrific picture editor.
