Rangel uses his draft for a debate on the fact that Republicans start a war without providing enough troops to actually complete the war. He knows it'll never get passed - it's a stunt to expose the republican hypocrisy. Anyhow, if republicans actually passed his bill, it would eliminate most of the loopholes used by the rich & connected back in previous drafts
