What is the WORST time to drive on the Beltway on a weekday morning?

The beltway can be bad almost any time, but 7:00-9:00 am is usually the worst (for weekday mornings).

NVCC, I know, I went there.

Traffic in NoVA is very bad from 7-9am, but the rush hour can start as early as 5:30a and end as late as 10:00a.

What sections of the Beltway will you be driving, and in which direction?

Keep in mind that on the way home it could be a lot worse. Unless there's a jumper on the Wilson Bridge, I can't think if anything worse than eastbound approaching the I-270 spur.

9. Inner loop or outer loop? What road will you be coming in on?

I-66??

Worst time is rush hourssss, about 7:00 to 9:30, and about 3:30 to 6:30. In the morning,after 9:30 is the best because HOV restrictions coming into town lift then.

If there is a smidge of precipitation, or a tiny fender bender, then it all goes to hell immediately.
