What is more important: Concept or Writing?
Example: Independence Day had poor/campy writing but had a good concept.

See for instance the entire oeuvre of John Grisham; well-plotted, in general, but the man writes like a half-bright eighth grader. I'd rather read a book or watch a film that was well-written.
On edit: As an example of excellent writing taking precedence over concept, see the works of William Shakespeare. Nothing really original in conception; yet Shakespeare is acclaimed as one of the greatest, if not the greatest, writers in the English language.
