my boss was passing me over for the promotion I should've gotten years ago but will never get (I'm not in the gossip girls' coffee klatch) and wanted to distract me and keep me from quitting. Hopefully this year I will be able to quit before my next review. Actually, I fantasize about sitting down at my review with my boss and the head of HR and saying "Uh, as long as I have you both here, I've brought two copies of my letter of resignation. Buh-bye."

I mean I like the work, and even the company, but there are no opportunities for professionnal development. This means that wherever you need to improve your skills, you have to figure out entirely how to do t yourself. Sadly, I seem to have hit a wall with some aspects, and would require further guidance that is simply not frggin' available here.

My immediate supervisor doesn't like me, and wishes she hadn't been saddled with me (I'm sort of a floater who works with everyone in the office, but I had to report to somebody).
I don't take it personally - it's purely a personality clash thing - she's a tiny, neat, precise person who is very uncomfortable with a noisy, not-all-that-tidy woman a foot taller than she is. She looks at me the way Meryl Strep looked at Ann Hathaway in the beginning of The Devil Wears Prada (when she looks at me at all - she does 98% of her talking to me with her back turned or her head down). Her other reports are small, neat, precise young women.
We generally keep our interactions to a minimum, but my annual evaluation is due March 1st. Makes me want to crawl under my desk.

Some bosses know of no other way to manage. A well-placed comment here or there can make the employee off-balance, feel guilty about some supposed wrong, or just be easily manipulated. If the employee is a perfectionist so much the better for boss-man/woman. God forbid they should actually try to develop and nurture the true talents of their subordinates.

from someone I don't even work with but is technically my supervisor. This woman actually criticized people in the past for stapling things the wrong way. I will find this review completely counterproductive and useless and will probably say so. (Waaah!! I'm so insubordinate!!)

I got mine today! Apparently I have no above average qualities - straight 3's on a 1-5 scale except for two 2's (punctuality, (yeah, I show up late) and dependability (I exploded a bit under pressure. Once. 4 months ago. Which to the lifers around here is recent history.) ) Of course, the you-staple-wrong lady probably thinks a 3 is good and to earn a 4 or 5 you must be godlike so it's all in context I guess.

I keep track of significant events my employees make throughout the course of the year. At the end of the year I give them a month to provide details they want to make sure I don't miss. Then I meet with them, discuss ratings, talk about everything that will be in the review, and then I write a first draft. They review the draft and get an opportunity to suggest or make a case for any changes.
Even when someone has a poor review, it takes away the sting because they know exactly what to expect before anything is even committed to paper.
Of course, I've never had a boss who did my review that way.

we always get bad surprises. I happen to think that if you screw something up, you should know right away. Therefore, we should not get any bad surprises at the end of the year.
Your method seems quite fair to your employees. That's nice :)

I have no desire to "climb the ladder". I had to sit through a 4 hour class on how to fill out the evaluation (on my off day I might add). I have had to screw with it for two or three hours during my working day over the past year. We even had to do a "self evaluation" which I graded myself as OUTSTANDING on every item. If asked why I did that, I will say "because I didn't see unfuckingbelievable listed as an option".
They are a total waste of time for me.

no one ever gets the most allowed...they always find 'something' wrong with everyone...

We just get a sorta-mega-raise every 2-3 yrs vs. an annual cost of living thing, which stings during inflationary times like now >< But, as we have full-paid-by-the-co insurance, it could be worse. One guy in our warehouse has 7 kids, and their insurance and that of his spouse is still free! Our Brit owner is positively enlightened by US standards when it comes to insurance. It makes me hesitate to leave here even though I don't care for the work. We were also given a small sick day bank this year in addition to our existing vacation days. Before that, we had no sick leave at all.

We don't. Once in a while they get worried because too many people leave at the same time, and they'll raise wages a bit. That happens about once every 5 years.

I swear the small new perks we got this year were turnover-related only. We've had people running for the hills for the same job elsewhere at more pay because of the hits to the wallet at the grocery store....It's funny that we'll get speeches about being "proactive" with an obviously "reactive" HR policy like that.

Our HR lady just fell in to it. She used to be the exec. secretary. Our HR stuff is mostly outsourced on one of those "cafeteria-plan" things so no one really knows what she does. Except send out cake memos that make GD laugh.

Almost nobody here gets good evals, no matter what they do on the job.
My theory is that supervisors are instructed to give negative evals, so if the employee ever really screws up, and they want to fire him, he won't have a stack of positive evals to submit to Civil Service as proof he was a good worker. If they ever want to fire a good worker, there's plenty of written evidence to back it up, no matter how happy they were with their performance.
I've had supervisors say wonderful things about my work... orally! Rarely in writing.
