I mean I really hate them.
NO ONE ever cleans them. Every time I move into a new apartment I end up spending HOURS wiping down every last slat of the mini-blinds of the person who lived there before and couldn't be bothered. I can't hang clean (or even new) curtains over these disgusting window coverings. This time, the previous tenet was a smoker. Yellow, dusty, mucky, sticky......
I asked the landlord for shades. You pull the shade down and wipe it. Takes 30 seconds.
Mini-blinds SUCK!

2. even if you take them down |

they need to be wiped.
If someone had dusted them regularly, you could just throw them in the shower, but this crud is encrusted on. And that's pretty much the case in every apartment I've moved into.

3. I clean them in the bathtub |
|
Use a clothes line or something similar to hang them to dry.
Takes a while, but they get very clean.
Sorry you have to do this.

8. That is what I do too. |

I drop them in the tub with some lysol (or whatever other cleanser you have) and let them soak for about 20 minutes, then I run the shower on full throttle to clean them.

11. I hose them down on the driveway. |

I have windows that are wider than the tub is long. My mother washed the old style Venetian blinds in the tub and I wish that I could too. It really is the easier way to clean them.

They're pretty cheap, $4-5 bucks for the average sized window.

5. I'm going to replace them w/ shades |
|
much easier to clean. You can just wipe down the shade as you're washing the walls.

Mini-Skirts Mini Bake Ovens Minneapolis Minnie Mouse Minnie Pearl Mini Cooper
And then you have mini-blinds just sitting over in the corner like a punchbowl full of turds.

I have to clean those on my job and I almost never do it, and all I have to do to them is dust. Yuck.
My hat is off to you, those are the biggest pain. I'd rather just have regular blinds or nothing.
