Uneducated people tend to say it more, and people who consider themselves classy may not say it at all.
My New Yorker fiance has been trying to work it into his conversation (which sounds really weird with his accent!), but he only succeeded once, and that was when it was completely unconscious -- he wasn't even aware that he'd said it! (The Attack of the Creeping Shibboleths! BWA-ha-ha-ha-HA!!)

I do, but not in the ways that it is always shown. I've never said "How's it going eh?" to anyone. But I say things like. "That was a pretty good movie eh?" On a regular basis.

the canadians i know all do, in fact, say 'eh' quite a bit, BUT only when they are relaxed and getting chummy.
when they're in professional mode, they never say it. then at the end, during the light-hearted wrap up, they say something like, 'so you're still standing by the mets, eh?'
of course, the canadian 'ou' is always prevalent.
'reh-oond abeh-out the heh-oose.

for me to notice it when I'm in canada. i think it's cute.
I also like the way they say "aboot" for about.
I love Candadians. Was just watching the Simpsons and they showed a clip of "Canadian Graffiti" in which a canuck was writing "Obey the Rules" on a wall.
