Standard report on work related stuff -- memo form
For blackmail, ya might go with your anonymous friend
If it's a resignation letter, a formal ending is good
Friendly note thanking the boss for the fun evening when you both passed out drunk? maybe skip the formalities and the last name

Of course, I'm not necessarily the ideal person to ask, since the last time I sent out a memo like that I really pissed off approximately 75 people

Though that always sounds to me like "I really mean it!"
You could go with "Thank you for your attention to this matter," though that's rather long for a close.
I usually just omit it.
