In the early 80's when I enlisted in the Army the option of going to jail or joining the military was still in place and you didn't need to speak english or have a high school diploma. Three years later during the really bad Reagan recession all that started to change as enlistment skyrocketed. They started kicking out tens of thousands who were overweight, drug testing was more frequent, you had to have a high school diploma or equivalent to enlist and most of the frequent trouble makers were booted out too.

Edit - Not sure if this applied to all the branches of service, I was in the Army
