Only with broadcasts transmitted by one of the satellites. Always in afternoon, but the time swings a bit as the calendar rolls. It is maddening. The systems check tells us we need a new switch. Bought and installed it the first summer this shit happened. It did not help. Second year, got to thinking it was more likely a positioning problem and fiddled with the dish, which did the trick, sort of... still an hour where one satellite did not hit us.
Every year, same time of year, same time of day with same variance over time. Gave up calling customer support and saying, 'NO we aren't having thunder storms. It is dry, clear, bloody hot out and I wanna watch the SciFi channel.'
Now that netflix will let me download a movie on demand, I am not nearly so pissed about the TV ;)

Dish Network not only cannot find the trouble you describe (or their own asses with a flashlight and a roadmap), they are willing to make you think it's YOUR fault, charge you $50 bucks a pop for an apparently unlimited number of service calls to CONVINCE you it's your fault and/or have a telephone service rep (NASTY little Korean fucker in my case) bitch you out for not believing it's your fault.
Then the company ignores you when you write them snailmail to cancel your account for non-delivery of services.

Customer service? Bring a book to the phone with ya... a LONG book. Lot's of time to read.
Direct was hell. With Dish, I just have problems with a few channels for a couple hours a day, a few weeks out of the year. Direct was a problem about half the time.
Needed new receiver. They sent someone else's old problem receiver... SIX TIMES. After the receipt of each old, also-broken receiver, we would have to make 2 or 3 MORE calls to the alleged customer service, to the tune of 1-2 hours on hold EVERY TIME we had to call. Sorry, but my time is worth a lot more to me than spending it on the phone hoping Rupert Murdoch hasn't fired ALL his help just yet.
We live in the boonies... I mean OUT THERE. Direct wouldn't even show up. Dish guys were prompt, reliable and very polite.
