Two reasons...
He's #30, so that's an advantage unto itself.
He'd be a bigger draw for Wrestlemania XX. (Sheer name recognition)

If they retain Goldberg, no changes needed...
If they get rid of him, the title shot goes to the #2 (WWE has pulled stunts like that before) either by default or via some controversy (Benoit never went over the top rope, etc.)
But I think he'd be their #1 choice. :shrug:
