It was cool (by SoCal standards) most of the time, but it seemed to only rain on days we had scheduled as rest days!

Actually, all of Belgium is.
I'm not sure what it was about the cemetary...I think it was the entire mood and setting. It was from WWI, and nearly every soldier who died was British, but the Belgian people took the time to build and maintain this cemetary, monument, and museum for them in thanks.
