a neighbor of mine wants to do some remodeling INSIDE her house
does she need a permit? Or is it just outside her house? She lives in PA

1. Depends on the laws where she lives
A quick call to her city would answer her question and be far more reliable than any advice you get here.

2. That depends upon the municipality.
There are different thresholds for the requirement of obtaining a building permit.

Your neighbor should check with the local building department. They should be able to give a real answer.

4. If she's doing any electrical work she will definately need a permit.
She may need a permit for plumbing and for structural work. She could probably get away with not getting these if the work is all inside but that can be dangerous...especially electrical stuff...and if she's doing this to sell the house, a buyer may want to confirm that the work was done legally.

If she has a contractor who is not licensed by the state, she should also worry.
