When you see the flash of light, is it all over?

I was on a four lane road this morning. I had a sudden flash of light in my eyes - clearly from the unmarked police van nailing speeders.

I wasn't speeding. I can't see how I would be able to see the flash of light in my eyes and have him taking a picture of my license plate at the same time.

I saw the flash once (one of those red-light cameras) but the actual camera was pointed at the other lane so it wasn't me that got the ticket. Scared me for a minute though.
