How about every once in a blue moon he does say something funny. But most of the time not funny (see I can't be untirely unfair and select NOT at all funny). I would say--not funny 3/4 of the time....

If his incidence of humor can be explained entirely by the law of averages, then I'd say that that qualifies as "entirely unfunny," since he can't necessarily be said to be responsible for the humor in those isolated cases.
