Question about dancing

I suspect that most of you have wound up on the Weather Channel page and encountered some being dancing. It might be a robot, or an alien or a woman, but the routine is pretty much standard and a part of it consists of placing one's right hand behind one's head.

Does this dance have a name? To what music do they match the step?
