Oh, the contempt in that word. Personally, I prefer "uninformed." Much more diplomatic. Imagine that you are talking to a group of people who do not follow politics all that closely and you call them "sheeple." Do you think they are going to hear anything else you have to say?

There are uninformed folks, sure--I was one before I started working at a local TV news station and covered the the 2000 election travesty and Sept. 11. As you said, they just say they don't follow politics, and it doesn't matter who gets into office anyway, etc. etc. etc. You can talk to them, and likely get them to think about issues, because they have not formed any opinions.
Sheeple, however, are those who let other people dictate their opinions for them. See also: Fox News fans, Rushbots, etc.

No, I don't think it's likely to win hearts and minds, either, but I imagine that it rarely happens.
I can only think of Marc Maron, who was probably forgiven because it was assumend he was excepting his regular listeners.
