Do you think you could train a cat to be a "homing cat"?
say, tie a msg to their leg, say go and they deliver the message?

I think this would only work if the message was intended to go to the guy down the hall holding the catnip.

1. No. Cats work on their own schedules.
They generally flip me off if I ask them to do something. :P But my dogs are good "homing dogs"!
