Is that Tweety's "ha!" during KO's intro to the Oddball section?

Just had to ask. Heard that abrupt Matthews laugh a bunch the last few nights. I guess I thought it was a cartoon voice--Simpsons or something--but tonight it sounds like Matthews.

Anyone?

1. yes that's him. I was told i was wrong a few years ago, a du'er told me it was Woody Woodpecker

but they were wrong.
