The "giant Obama sticker" ad is making my eyes bleed

"These graphics apply to the outside of the window and will not effect, or be effected by window tints of factory window defrosters."

Doesn't anyone proof read advertising any more or do they just not know the difference between affect and effect?

Yes, I realize I'm an anal-retentive grammar wonk.
