Honestly, I'd rather stick with NorCal, or at least someplace NorCal-adjacent. In roughly this order: NorCal, Portland, Nevada, Central California, The Parts of Oregon that Aren't Portland (the whole tree allergy issue, plus snow=blah,) or god help me, Southern California.
