"24" didn't desensitize us one single bit to anything.
Argument follows:

In the second season, Jack cuts off one bad guy's head and presents it to another bad guy to gain his trust.

And apparently no one had anything to say about that.

It wasn't until one of the good guys got tortured, in the sixth season, that anyone seemed to care about the possibility of the series being an attempt to desensitize people to torture.

Clearly, we were already pretty damn desensitized already, four years earlier. :shrug:
