First, viewing them is technically downloading them, he/she probably meant "save" to the computer.
Second, viewing them is just as distracting as saving them, if that's the concern.
Are either of these close? :shrug:

At least, "correct" in terms of "that's what they meant."
Their alleged complaint was that people were using too much storage space/bandwidth by downloading images. When I pointed out--as you did--that viewing them means they've already been downloaded, I was simply told to obey the policy.
