During normal operations under Windows Vista, what should normal 'CPU Usage' percentage be? |

Or does it vary widely from system to system? I ask because sometimes it clocks in at about 67%, and other times (like now) it's at 3%.
I just can't figure it. It seems entirely independent of the number or complexity of programs I'm running.
The CPU is related to computer function, right?
