mostly because their owners don't seem to have the need to have a million of them yapping around.

One lives next door. I was awakened very early one morning right after I moved in my house. I heard what I thought was someone outside coughing. I looked out the window to see my neighbors' Pomeranian sitting at the back door, trying to alert my neighbors to let her in. Their bark sounds a lot like a cat hocking up a hairball.

and she hardly ever barks. On those rare occasions, like when she's protecting us from stinkbugs, she sounds like a squeak toy. She weighs six pounds and her name is Shrimpy.
