13. Yes, but if you're we're talking about electric motors
then all you do is reverse the polarity of the motor, turning it into a generator and the braking can be done by magnetics alone, just not very fast. And you better have a decent bank of capacitors for all the kinetic-to-electric energy, or be welding pipes together, seamlessly :P
