Total medal count (US) can't be right because that makes bronze, silver and gold all equal in value. Gold medal count can't be right either because that means that bronze and silver are the same as no medal at all. The only fair weight is to give them weights. Gold = 3, Silver = 2, Bronze = 1. Using this method, I give you the following weighted medal tally:

Its all arbitrary...just celebrate the athletes. No matter how you frame it at the end of the day....

Canada dominated the Gold Medal haul, which is the only medal that counts in my biased book. You can choose to celebrate mediocrity with the US though

Here is the correct rating system. It's quite simple and it most sports use the same system.
1st place = 1 All others = 0
I don't think any country "wins" the Olympics but any that tries to lay claim to the title is the country that won the most.
1st place is a win, 2nd and 3rd are fine accomplishments but they are still losses.
You only count your wins. Multiple losses can never add up to even one win.
