Of unknown origin, wandering about in front of my residence, repeatedly saying "dragon, Dragon. Dragon" in a monotone semi-shout.
Such is life, I suppose.

I would guess approximately 4 years of age. Still of unknown origin. Any of yall missing an approximately 4 year old boy who likes to say "dragon"?

You posted rather late.
We had a toddler wandering alone in front of our house the other day. Turns out he wandered away from home. The little one could not even tell us his own name, had no shoes on and was rapidly walking in a direction that could have had tragic consequences.
The teen watching him did not know he was missing.

That, combined with the general presence of other children in the greater vicinity, the relative safety of the area being wandered and apparent familiarity with the premises, along with the common place nature of this sort of occurence at this location and the apparent lack of any form of distress lead me to be less than worried. And thus to post in the lounge, rather than call the cops to see if this was perhaps the child who went missing across town.

I get it.
I do worry about the state of things when children no longer can make use of proper language. At least, it should have been "I'm a dragon", not just "dragon, dragon, dragon". By preference, "Im a giant dragon like Smaug, and if I catch you I will breathe fire and toast your toes". Its only polite to let others know the precise state of things.

They trash the trash area. They break the boards off the fence to break into the little tiny "out door" area we get. They spray trash debris all over the parking area and the rocks and the grass.
All while yelling at the top o their high pitched little lungs, particularly if you have a migraine.
It is to be wished that their parents might watch over and direct them. But the prevailing attitude seems to be "hell, Q-B, your apartment is right smack dab in between ours and their preferred play area, so we cant hear em and still watch TV at the same time. Can't hear em, so it ain't our prob till it gets dark and they come home."
I really enjoy the part where asking for any sort of responsible parenting results may result in mysterious scratches on ones automobile, parked out in the parking lot, otherwise known as "play and scream central".
The kids aren't doing anything other than being kids. Or at least most of them. There are a couple actual hooligans in training, but fortunately they are not here most of the time. But I don't really blame the kids overall. Its a shame they are stuck in such an inhospitable urbanized environment. And us with them.
