...and I say that as a Christian.
I mean, I DO say "God Bless You"...often, but never indiscriminately, never to a total stranger I've just spent 5 minutes with, and never as a "screw you" at the end of an argument.
The reason(s) behind why people do that in the situations you've described are simple. It's basically an "I'm OK, you suck" move, in which the "blesser" takes the moral high ground over the "blessee."
They are essentially hiding behind a "god" (lower case intentional) that they don't truly believe in to begin with.
For many Christians, myself included, one of the biggest ongoing pains in the ass is "other Christians."
